The world was destroyed by the Flood because it was covered with violence. Many commentators have suggested that this violence was the result of demonic influence.

After the Flood, we see increasing evidence that the formation of the State was demonic in its impetus.

But we see no evidence that the Flood prompted God to command men to form “the State.” Noah built an altar and what we call “capital punishment” was given “to Noah and his sons,” not a “Civil Magistrate.”

If God ever commands men to form a State, He hasn't done so up to this point.
